Our Vision
Where we aspire to be
The Bhutan Council for School Examinations and Assessment (BCSEA), under the Ministry of Education and Skills Development (MoESD), is the national agency responsible for leading, regulating, and delivering educational assessment and examinations in Bhutan — serving every student, teacher, school, and parent across the Kingdom, from primary grades through higher secondary. Guided by its vision of transforming learning through excellence, equity, and trust in educational assessment, BCSEA achieves this by conducting national examinations (BCSE for Class X, BHSEC for Class XII), administering periodic learning assessments (NEA for Classes III, VI, and IX), certifying student achievement, and generating research and evidence that inform education policy. Through quality assurance, teacher capacity-building, internationally benchmarked standards, and the responsible use of technology, BCSEA safeguards integrity, promotes inclusion, and fosters public confidence in Bhutan's education system.
